Peg, in particular, sounds like a ridiculous human. Not only did she feel the need to step in and enforce a fake policy that had absolutely nothing to do with her, but clearly, based on the author's remarks at the end of his anecdote, Peg has a greater agenda. Just because she didn't get what she wanted this time around does not mean she's waving a white flag just yet.
Peg is the kind of HOA board member who won't quit unless everyone else in the neighborhood turns against her. Our advice is for the author to make some allies while he still can… before Peg finds the next problem to complain about!
